Finding the sv_downloadurl of your server is very easy.
Log in to GameCP and click Edit on your server. Then take the server ID and IP. The ones marked in red, example in the picture.
Thus the sv_downloadurl will be: http://45.138.51.148/ - The files do not have to be uploaded anywhere, they synchronize themselves.
